I believe that took place in a train station in NY. I'm not sure if you have kids but they do Dart out every once and a while. I always hold my youngest sons hand around streets and things but inside like that i may just keep a hand on is shoulder and let him stand in front of me. It's very possible for him to run with no warning and could happen to anyone. the mother was right on her tail and it was clearly not a matter of neglect in my opinion .. I also think that anyone that doesn't have kids shouldn't even comment on the issue because you have no clue.

ok maybe not right on her tail but if she had one or two people infront of her and the kid slipped out it could take a second .. The thread title indicates that the mother is a complete fuck up and neglecting to take care of her kid. I think any one that has had kids at that age knows how easy that can happen

My wife and I also stay home with the kids ( i work from home and she doesn't work) and my son listens pretty well but no one can grantee 100% that a 3 yr old will not run. I also would not have him walking in a city train station in a crowd like that but for people that live in the city it's common. Hell .I personally wouldn't stand in a crowd like that in the city. I hate that shit.
