I am looking for some good software to handle this.

Your best (although costly) option is get your own FMS2 box and build your own. Takes about 3 hours to get one up and running, and after the initial $5k to get the box built and license FMS2 it costs you only bandwith (which can be monitored in real time and throttled if necessary).

red5 isn't ready for production use...at all, unless you have a team of GOOD java developers on hand. right now i'm using WMS, flash & silverlight and it's working out pretty well thus far. wms is nice since those pesky fees for flash media server quickly add up...
