Similar, but I wouldnt say he ripped you off. There are millions of sites out there, did you never expect to come across one that looked similar anyways? besides, that's the most basic design ever. I bet there are 1000's that look like that.

Stiffy's site is a little better. I couldn't stop looking, actually. He just has it arranged a little better to keep you focused on the product at hand. That's just my opinion.
