TV advertising is not typically geographically targeted. The exception is late night spots that aren't purchased by the mainstream ad agencies that are sold cheaply to local advertisers.
Furthermore there are benefits for states to advertise state visitor/travel guides and business "attraction" commercials within it's own state.
No need to get into why. It should be pretty obvious.
