Techies pls help, question about ftp pasv mode

I have a strange problem... How come I can only see files on my server when I turn OFF pasv mode? When I have pasv mode enabled I can't see anything when I log in ftp, everything is invisible.

Could this have something to do with my dsl provider and the fixed public ip they gave me and if so how?

no they are probably just not allowed passive mode connections.

that usually means you're behind NAT or an anal firewall

No I am allowed passive connections... My dsl provider gave me extra fixed ip's and when I use those I can't log in ftp using pasv mode, but when I'm just using
this setting called "router wan ip address" (whatever that means) then I can log in fine both ways, with pasv enabled or disabled.

Yea my dsl has some kind of firewall built in. I unchecked it though in the admin, so I don't think it's turned on.
