Well you are going to have to have some sort of familiarity with a programming language. Probably easiest to just do it in PHP, here's a tutorial for uploading a file to a server: http://www.tizag.com/phpT/fileupload.php

After that you just need to figure out how to open a text file and write to it and you put the pieces together

yup, not rocket science, you can probably get some programmer to put this together for you for $50...
