To answer your question, what makes an adult is an arbitrary definition.

If an 18 year old guy has consensual sex with a 17 year old girl, he could be charged as an adult with raping a minor (a non-adult in legal terms).

However if that same minor girl commits a crime deemed serious by the court, she could be charged as an adult.

Using maturity in reference to being an adult can also be arbitrary and subjective...

Two adults normally make another adult - takes them about 33 years these days.

What makes an adult? Time.
