whats a outlink look like?

i havent used a script in a while and messing with one again.
im using traffic drive and autogallery pro.
what is the out link suppose to be.
i have something like this
<a href=o.php?gll=80|&#%GALLERY_URL%#>#%DESCRIPTION%# </a><br>

could someone help me and post what it should really be ?
