The best internet phone in the USA, please advice!

I want to buy the best internet phone available in the USA for a female student that will be working on a non-adult project for me.

What phone should I buy?

It seems perfect, however, it doesn't seem to have GPRS/UMTS or EDGE, just Wifi.

Is that sufficient in the USA?
