You can draw traffic with no budget: Submit your site at as many good review sites as you can. (Send e-mails to the sites, and including usernames/passwords good for at least a month.) Contact webmasters at sites similar to yours, and give them access to your members area and ask if they'll put your banner on their sites. Make sure you have a widely used and accepted billing program, such as CCBill, and offer affiliates at least 50 percent and lots of free hosted galleries. Submit galleries to TGPs, but don't expect much from them other than traffic (not sales). Mention your URL anywhere you can, such as in forums, and post free material on the Internet.

Depends on what type of site it is.

If it's a free site (TGP etc) you can ither buy traffic (the quality will vary, some will just be sent blind and 'appear' at your page) and some will actually be aiming to go for your site ( ^^ like Joes traffic)

OR you can go around e-mailing fuck loads of webmasters, signing upto share scripts etc etc. This is a lot cheaper (on first hand) but it depends on what price you put on your time, as it takes a long time to get similiar results. Although obviously this is the better long term solution.

Also if your site has actual content (make sure theres good dewscriptive text content) then you should focus on SEO for now.

Get as many sites as possible to hardlink to you (i.e. doesnt run through some traffic-share script on their site) and keep all descriptions as concise as possible, but with SE friendly keywords.

To make the most of blind traffic, make sure your site obeys the 3 link rule.

From landing at your homepage, what a user wants to see should be no more than 3 links away from him.

Have a nice clean site to navigate, and that traffic will keep coming back ;)
