I launced a program that gives webmasters 100%-200% traffic back but http://webmasters.za.net did not blow up as I thought it would.

I am totally dumb-struck, my guess is that '200% traffic back' just sounds too good to be true.

I am definitly missing something big here, how can I improve on what I have to offer?

Here's how it works:

When surfer clicks on our banner, he gets sent to another webmaster in the program. Now we draw the surfer again with a second banner. When the surfer clicks on it for the second time. You get credited for that click too => so you get 2 back for the one you sent.

program is for CJs only, there's traffic leakage. It's not
really a 1:2 is it. (well even a CJ will leak as the surfer
gets pissed off)

Bill it straight on your signup page, explain the process
and maybe it'll pick up some.

There's no traffic leakage, you get at least 100% and up to 200% of your traffic back. When the system doesn't find a good site the surfer get's sent to a overflow url of your choice.

We reward the surfer for visiting your site so there's no way they'll get pissed.

What you get in addition is bookmarkers, if they like your site they'll come back.
