are you starting from a high quality source (minidv would be ideal)?

regardless, the best results utilize software that costs lots of money...

if you want to compress avi's to smaller avis go with virtualdub
if you want to compress mpegs or avis to mpg go with tmpgenc
if you want to edit and play around with the above and compress them somewhat go with vegas video (costs) or premiere (costs)

yes you can go with virtual dub for free but don't forget to buy commercial license if you'd like to use DivX codec
