Don't know as I haven't tried to do anything like that. I noticed there's some sort of "header/footer" video enty in the setup.. So maybe if you had a video with that info it gets appended..

errr.. don't know that program so wouldn't be of any help
remember seeing it on premiere.. but for the life of me
can't remember it now

In Final Cut Pro, you just create a black pict file 720/640 x 480 and drop it in at the end of the timeline. The default for image files is 10 seconds, so I change mine to 3 secs (same as my Warning, Title, and 2257 images).

Not familiar with VideoCharge, sorry...
