In the US you don't have to unless it is over $600....

But, again, on a webmaster board, non-affiliates or affiliates that are not sending traffic should not be allowed to win contests. There are plenty of surfer boards out there.:2 cents:

Most of these contests violate state lottery laws anyways :)

I think there contest violates GFY rules actually...

Though I can't tell because I have ads blocked, but I know they are flying baby sigs so I doubt they have a top banner, so therefor no contest allowed :Oh crap
