Jay - Ive never found a traffic provider that specializes in free sites as you asked - they are all geared towards either TGP blind clicking and paysite niched traffic(and very little of that unfortunately)
Ive always gone back to AdWords when I was pumping up a free site as it turns out to be much better click through and buying traffic in the long run - and cheaper if you really compare the cost per click
