It's a font, definitely not custom. It's splattered on at least 10 different solo sites and over the intuhwebs...

It's easy to find good, crisp fonts like this. Do a search for "pixel fonts" or go to a site like FFF and pick up their free fonts. The fonts in your graphic look like they are from the '04b' family or possibly 'Mini 7.'

The key to using pixel fonts is to only use them at the size they were designed for (or multiples thereof), most commonly 8px. And make sure you have anti-aliasing set to "none"
