how does one generate link codes such as those, i don't remember those in the webmaster section when i had an account there, someone sent me those links, i'm thinking it's PG that is sending out these emails. Any ideas?

Once PG counts the click, it redirects to links like those. So I would guess by linking directly like that you could bypass any click counting and also hide your referers. I "thought" that encoded portion changed sometimes but I could be wrong and it's fixed per affiliate/site etc.
