He does look like he's being escorted by what could be construed as two plain-clothes police officers. Also, the way his hands are together gives one the impression of them being bound by handcuffs.

Usually, if people dont do anything about it, its because they are approving the 'good deeds' of their president, or theyre disinformed about anything else outside what their government-controlled media wanted them to learn of
