I got the site, the content, and the billing model down.

What i have not been able to work out just yet is how to actually get my 3GP encoded content sent to a cell phone.

If you have some experience in this field post some contact information and lets chat.

If you're a gateway provider and willing to walk a n00b through the steps even better!

Host your 3gp on your WAP server and then send a WAP Push to the phone.
