Ecuador is a decently warm country and rather cheap. But not as cheap as Columbia or Peru, but still. A foreigher can stay here having no fear.

If you still like big cities and you don´t want to loose a european sense of life, Buenos Aires could be an option, but it´s not so hot, anyway wheather is much better than UK.
