Ping him, and use the switch (-a -p ?) that resolves the IP addy to a hostname. Can't remember which one it is exactly because its been so long since I used DOS.

You can also use the nifty whois at arin.net to see who owns the ip :)

Easy! ARIN , either set your whois host to arin's and run
the IP or browse to www.arin.net and run the IP there.

BECAREFUL!!! You *MUST* make sure that you run down
to the smallest subnet allotted before you go off half
cocked at a network admin. If you get the upstream of
who you are looking for , the one you really want will
have been blasted for being annoyed by "Joe thinks
he's a net cop" and won't do squat for you.

I run alot of /28s on business DSLs that are geographically
diverse and my favourite thing in the world is to rip a
new asshole to some lame wannabe net cop that bugs
my upstream for nothing!:321GFY

go in the technical details..
