It's not the css and tables tags. Just like photoshop, or a video camera, it's what you build with them that matters. That site is a blatant rip-off, visually speaking.

All the text was written by me, all the HTML, CSS, and all the thumbs were created by me! It's the overall design. Just cuz you choose to look at the tables you aren't seeing the whole picture! He didn't change shit!

It's not ok to ripoff a site in this way, but from the legal standpoint the design is definately not unique enough to be protected by any law...it's unethical, but legal.
