well not really all that stupid , most likely just poor intel , they were after cell phones but instead got gps untis that were to be installed in snow plows etc, when your in the middle of a burg you don't really want to waste time opening up boxes inspecting your stash then worry about the getaway , you get in and out as fast as you can

well the GPS is just a receiver, they doesn't send any signal out, so it should be not just a GPS

Companies use GPS to track where their employees are, usually the delivery people. Those electronic signature things that UPS drivers use for you to sign have GPS in them.

I am assuming these were phones with GPS in them, since the article mentions the man was using it to make a call to his mother when he was caught.
