The word is "wrong" and its not really up for discussion, no offence intended. And yeah, i kinda lost it there, I know.

But there -is- a huge difference between a show as the Simpsons, with a shitload of episodes, parodying a movie and a show as Family Guy which is entirely based on it.

Hes putting a show relying ~2% on pop culture references equally with a show that relies entirely on it.

Yes, percentages made up for the sake of easier explaining it.

The simpsons could make 10 episodes in a row, based entirely on pop culture references and STILL be well within their right to call Family Guy stupid for basing their entire show on pop culture references.
