In the site it says:

We offer 50% partnership + recurring program. You will receive 50% of the total sale. Plus 50% of all recurring membership until that member decides to cancel. 2. Or get paid $25 per sign up if they join by trial or full price to any of our paysites.

Which one has the best return on investment?

This is site specific, some sites are machined out and you would prefer a quick payout, however niche sites with interactivity etc. will retain and pay you far more. Check my sig for one example :)
