I think it was a total publicity stunt

The Odessa show was the last show of Pauly Shore's tour, so he did it as a goof, although as unfunny as he is, the stunt was more (Andy) Kaufman-esque than Kafka-esque.

Pauly Shore in bed with the Hilton sisters (reportedly the first time they were filmed in bed without nightvision)...
