whats to stop people from making dump sites and adding links to their competitors sites to get them blacklisted?

you shouldnt get penilzed for sites linking to site X unless site X links back.

oh yeah, my bad, guess itd have to be a recip. not planning on doing anything, just curious.
so probably people exploiting/hacking a website to ad a recip? probably be more effective than just taking the site down cuz their url would be blacklisted?

I have never done anything like this, but from my past experience I know what to do and how to do it, but i would never explain it

in msn it works using duplicate content filters:

from what I noticed msn also penalizes black hat sites, not sure how they due it
but if you want you can test it on a competitor's site.
