It's a homeowners association. You agree to their terms when you move in. You'd have no grounds to sue anyone. If the association decides anything on your property doesn't conform to their regulations, you will be forced to remove it. If these people don't want to conform, they shouldn't move into an area with a homeowners association.

but seriously , nobody would get that from a wreath at christmas with a peace symbol, its a harmless symbol anyone who tries to put deeper meaning into it is a nutcase.. ( no offense ) The cross was used by baby eaters doesnt mean we ban every symbol that has in some way been used in the past in a negative conotation right

unless it says no peace symbols explicitly the guy has grounds to sue..

Seriously if someone is willing to move into a zone where you give up nearly all of your property rights as well as many others, then you fucking deserve the fine.
