Depending on where he lives, you can get a professional process server to handle it. It'll cost more than registered mail, but if they're good, they'll get the job done. I've used one in Chicago a couple times and these fuckers will say and do anything to deliver. Can cost between $25-$100, but they'll make his life a living hell till he gets it.
