Not only will it be non effective, the build cost will be absurd, repair costs will be insane, and somehow I just know it will end up having to be taken down as well which will cost more.
Not to mention it will take fucking forever. Hell when we get a small road project around here of a mile or so it takes 2 years minimum to do. We shall have to watch, wait, and see. When shit pops up like environmental impact studies and reports, accidentally finding ancient burial grounds or pottery, and so forth. |

Nobody makes any mention of who wrote the law, the Sentators and Congressmen that passed the law in the two Houses, or ultimately the voters who elected both houses and the oval office full of the same party.
