probably because israel has a higher % of fraud cases, however most programs will allow you in if you e-mail with references or something to back up the fact that you are honest.

It is strange things with Israel and billing as well, CCbill gave my customers declines for few months till recently ist finnally was solved. And I dont think is more fraud with israelis then other countries...

I really don't get this rules...everybody did "Copy"-"Paste" 100yrs ago, and those lists are unchanged since then.
I mean, come on, besides some big programs, who can present statistics that match the "banned countries" list? geez, someone ban countries that I bet they don't even know where they are...
Meanwhile, any cheater who shoots an email and shows a link to a site, gets approved instantly.
