Everybody prolly has their own definition but for me it's someone who maintains a site and/or business on the internet

So the amount of money doesnt matter?

Do they have to be able to support themselves full time online? or it doesnt matter

Just wondering what our industry considers a Webmaster versus a SurfMaster

Does a webmaster need to know HTML or how to Program

No, I don't think the amount of money matters. I have a buddy who is a webmaster for his church. He built the website, maintains it and spends quite a few hours working on it thruout the week. He makes no money on it but I would still consider him a webmaster. He's damn good at what he does and knows his shit.
