I worked as an IT project manager before coming into this business and the consideration of "best" didn't really come into it my choice. There was just a much greater chance of finding people who knew MS Project than anything else, and there is quite a learning curve with "serious" software of this type.

If everyone who is going to be using this software will be learning from scratch, there probably is no good reason not to look at some of the open-source stuff and have a chance to save (quite a lot of) money.
