It's probably exactly that. The media portrays cops as people who can get away with any crime imaginable, and even those who are found guilty get leaner sentences. They would choose to live with it than rather face public humiliation at having to come forward, and possibly public retaliation (was this cop a ‘good-guy’ in the community, was he well-liked, etc.). It’s scary and amazing all at once.

Yeah, but that's mostly because rapists tend to be friends and family of victims. In those cases, they often don't report it because they don't want to break apart their family or circle of friends, or even because they make excuses for the person who did it.

I have a general distrust of many "rape" claims, though. It happens just a bit too often that women get drunk, get laid, regret it later and shout rape. Or even that they have sex while actually not wanting it, but do not resist or refuse (and pretty much go along), and then call it rape afterwards because "they didn't want it".
