This person signs up about a week ago to use my free hosted site and

Never bothered with it. I usally just paid a company to do it and submit my URLs. I only now started thinking that it was worth learning.

PR is page rank, although it sounds like it should be the page it shows up on, it isn't. PR is google assignment to web pages, the system goes from 1 - 10, 10 being the best. If you have the google toolbar then you can see their page rank. The higher the page rank, the more important google thinks your page is, hence higher search results.
