question about 'cross border aquiring' ?

alright so tons of sites out there have paycom or ccbill as primary, but then processors such as verotel or segpay or paymonde in their cascade. doesn't this count as cross border aquiring since the latter 3 i mentioned are all offshore processors? Or am i missing something?

You can not process transactions for the same sites (URL's) across different Visa regions.
