There are several hosts for the PR. So when it's updating, they can have different values for awhile which is why you see that.

I let an old domain expire that I hadn't used in ages which had been a PR0 for a couple years. Someone regged it a few months ago and parked it on a search portal and it jumped to PR2:1orglaugh (it was a dumb name using "4" in place of "for", so it wasn't the "worthiness" of the domain name itself).

Parked pages are apparently sometimes more valuable to Google than content-rich daily-updated ones, they definitely seem to like pushing them to the top of search results.

At least my pet project which went from PR4 to PR0 over a year ago has finally regained a PR... PR2.
