IP Ranges by state

I'm working on a geo-ip targeting app. and need to find out the IP ranges of two states in particular, Tennessee and Louisiana. Is there anywhere this sort of information is listed?

So it's only to target 2 states? Why not just get the geomind DB or whatever it is.

Ok, wasnt familiar with this. I need a notice to appear to users from these 2 states that I don't want other users to see.
