The usual notation of an IP address xxx.xxx.xxx.xxx is called "dotted quad" and just another representation for a four byte number. You can enter that number directly and then you get an url like that.

3529566344 is equivalent to 210.96.232.136 (= 210 * 2^3 + 96 * 2^2 + 232 * 2^1 + 136 * 2^0 )

not *2^3 of course, but *256^3 and so on, sorry ;)
