The commission did not specifically propose using rewards but did suggest the city find innovative ways to help its 1.5 million poor lift themselves out of poverty.

The commission, headed by Time Warner's chief executive, Richard Parsons, and the president of the nonprofit group Harlem Children's Zone, Geoffrey Canada, said many New Yorkers are locked in a cycle of poverty in which built-in conditions trap them into failure. For example, those who fall behind on vaccinations and doctor checkups may suffer from poor health and struggle to keep jobs.

Paying modest rewards might help break those patterns, the mayor said.

"We want to reward those who have the initiative to go out and try to make their lives better, and if the system is stacked against them making their lives better, that's what we're trying to change," Bloomberg said.

I would much rather see something like this happen than the current system. Our tax dollars get wasted a million ways, at least this does some good.

why not give people a couple grand when they graduate HS. fuck we give indians dick loads of cash for no good reason, why not the poor too.

that's actually clever, I'd say good education and at least basic nutrition is what poor people need, its 2006 - if you have no education you're fuckt and very likely to remain poor for the rest of your life

it also helps stem crime. those with no formal education whom come from a poor neighborhood yet aspire for money and glamor consider crime such as selling drugs an option.

the nyc plan helps get and keep families in the system and out of crime.

You are rewarded with cash when you go to work. Even if you are poor. Now they get an allowance for brushing their teeth?
