How can i put myself on higher position on SE?

Tried few services that promiced me that...
never really worked...

any facts?

Fact 1 no one can promise you that, you been conned. Learn your keywords and meta tags and get links pointing to you, well before you submit and if your keywords are not releavent to your site, you could find yourself black listed.
