Everyone goes to Vegas to fuck. I would love to know the stats of people who go their and end up fucking, single people and comitted people alike. IMHO their whole ad concept is to tell people that there are shows, shopping, restaurants, etc in addition to the "obvious" sin city reputation embodied in the famous slogan. By them calling it an excuse to use it brings your attention to those activities as well.
