It's more like they're marketing to ordinary US women, telling them they can come to Vegas for a discreet fuck.

Everyone goes to Vegas to fuck. I would love to know the stats of people who go their and end up fucking, single people and comitted people alike. Once you're tired of gambling, and the shows become repetative, there's nothing left to do but hunt down a member of the opposite sex (or same sex) and treat yourself to a little pleasure.

IMHO their whole ad concept is to tell people that there are shows, shopping, restaurants, etc in addition to the "obvious" sin city reputation embodied in the famous slogan. By them calling it an excuse to use it brings your attention to those activities as well.
