video editing

I NEED help. I am trying to figure out how to create mpegs.... I have both Ulead and Premiere and haven't been able to figure out either program. If there is anyone who might be able to walk me through this or point me in the right direction that would be AWESOME. My icq is 116038101.

I use cleaner5 to make video files because it's so easy to use
