Not even close. Of course mma is very technical on the ground but when it comes to two people only using their hands whether in mma or a boxing match the boxers are much more skilled. In mma you can grab a guy or go for the take down, in boxing you have to defend without all that. Granted you can argue it the other way that you have to defend more options in mma but I think mma also offers more ways to defend yourself. I haven't seen to many mma fighters with good hands, they might have good power but they don't seem to be to technical with them. Like Chuck Liddell for instance, he has tremendous power but he's very sloppy. A skilled boxer would light him up!
And that's exactly how mma defends itself to all the naysayer's that think the sport is barbaric. There are more serious injuries in boxing than mma because its easier to defend yourself in mma. Boxers take tremendous amounts of punishment because they cant grab and if they do they can have points deducted. So from a standpoint of two guys just going toe to toe like Chuck Liddell does in his fights there isn't any comparison. Boxers are much more sound. If you throw a boxer in against an mma guy and the mma guy will just take him down, know way will he stand with him.
