If someone thinks that Bush had something to do with it, that does not automatically mean that they think that Bin Laden had nothing to do with it.

Its a joke. As in bin Laden commits major terrorist act. A third of Americans think someone else did it. Hence 'poor bin laden'. It would be helpful if you could learn to distinguish between serious political comment and casual comments tossed in for amusement value.
