Got to be a first in pardons - all the rest have been executed in Texas.

President pardons brother for cocaine possesion
Plus at least 16 others who conspired to distribute cocaine

8 others for possession of marijuana with intent to distribute

17 others for bank fraud of some sort

Those are the somewhat 'petty crimes' that pardons were issued for.
It gets worse form there..

Like Nixon commuting a mass murderer's life at hard labor sentence to time served.. which was a couple day at Leavenworth and a few days house arrest..

22 men, women, and children mowed down for nothing and Nixon decided that was ok apparently..
