Joomla related php question

A Joomla component seems to have a security vulnerabilty.

One of the conditions on which it can occur is when

php code directories have write permissions from web-server process

What do they mean with that? And how can I determine if that is so?

if you plan on using Joomla on a website that you would like to become high traffic stay away. there are more holes in joomla than windows.

YARGH! A site I had running Mambo (same as joomla) got hacked bad. I would stay away or at least stay on top of updates.
