How are the normal databases compared with Dreamsubmitter and Chameleon/ I have my own partner accounts that I would add into the database of course also. When you download the new database, does it overwrite anything that you did before like add new sites with partner accounts etc?

No, it does not. In Chameleon there is a feature that protects your saved data in front of DB update.
