recording and converting wav files to mpg3?

Does anyone know of any programs out there that will allow you to record sound with a microphone, make edits such as deepen the sound or add echo, and then be able to save or convert it to an mpg3?

Soundforge, Cubase, Cool Edit Pro, I use Digidesign Protools. Among them the filters are in different formats.

Some are DirectX plug ins on SoundForge. The Mac stuff is obviously different. Cool Edit Pro and Sound Forge are just straight digital recorders, Cool Edit being Multi Track of course set up basically the same way and old 4-track recorder is but of course tracks are unlimited, or at least in Pro Tools, which is the main shit we have in the studio, but also its just the way to go. 56 tracks stretched out with 72 channels mixer of effects mmm,... damn I love noise.
