My vote goes to Howard Huges. Not only was he the richest man on the planet, but he was one of the 3 most powerfull entities of his time exequo with the CIA and the MOB.

The Russian mafia controls everything. I have no idea who any of their famous leaders are but they should defiantly be considered cream of the crop. They control the money laundering, weapons, prostitution, drugs, gambling and whatever else there is. Their sophistication far exceeds any other organization and no one does business without the them getting a taste.
